The Ministry of Industry and Trade proposed to track the origin of pharmaceutical substances

In October 2023, a pilot project will be launched in Russia, which will allow tracking the origin and place of production of pharmaceutical substances. Relevant draft government resolution prepared Ministry of Industry and Trade.

The experiment will take place on the territory of the Russian Federation from October 15, 2023 to December 31, 2024, follows from the draft resolution. As part of the experiment, an information system will be launched, the operator of which will be the Center for the Development of Advanced Technologies (CRPT).

By the end of the year, the operator, together with the Ministry of Industry and Trade, will have to determine the requirements for the information system. One of the goals of the experiment is to determine the composition of information about raw materials or a medicinal product, “allowing the identification of a unit of a medicinal product, its source of origin and place of production.” The goals also include testing the information system, confirming the authenticity of raw materials, standardizing the accounting of their turnover in Russia, etc.

Pharmaceutical companies that will take part in the experiment will upload data on raw materials into the CRPT system. The list of pharmaceutical substances includes both chemical compounds, serums and cell cultures, notes “Kommersant”. The pilot project will also involve the Ministry of Health, the Ministry of Digital Development, the FSB, the Federal Tax Service, the Federal Customs Service and Roszdravnadzor.

The press service of the CRPT told the newspaper that the tracking of substances “will be organized on principles similar to the tobacco industry.” They called the launch of the information system “a logical expansion of the functionality of the previously launched drug labeling system.” The CRPT clarified that they will finance the pilot from their own funds without using budget funds.
