The Ministry of Industry and Trade proposed to expand the list of labeled clothing and accessories

The Ministry of Industry and Trade proposed from June 1, 2023 to expand the list of clothing and accessories that are subject to mandatory labeling, informs “RIA Novosti” with reference to the draft government decree, which is now being approved by the federal executive authorities.

“The draft resolution proposes to oblige participants in the circulation of light industry goods: from June 1, 2023, to enter into the state information system for monitoring the circulation of goods subject to mandatory labeling with identification means (hereinafter referred to as the information labeling system), information on the labeling of light industry goods, as well as on putting light industry goods into circulation, their circulation and withdrawal from circulation,” the explanatory note to the document says.

Mandatory labeling is proposed to be extended to “clothing made of faux fur, tracksuits, jackets, trousers, shorts, special clothes, shirts, blouses, suits, skirts, dresses, sweaters, outerwear (coats, jackets, raincoats, windbreakers, clothes made of felt), shawls, scarves, ties, bow ties and neckerchiefs,” the agency was told.

Mandatory labeling of light industry products began on January 1, 2021. At the moment, the circulation of clothing, including work clothes and made from natural or composition leather, is prohibited without special digital identification. The list also includes blouses, coats, capes, raincoats, jackets, windbreakers, as well as bed, table, toilet, kitchen linen and other things.

In November 2021 AKORT suggested The Ministry of Industry and Trade to expand the list of types of clothing subject to mandatory labeling. The authors of the letter explain the need to expand the list by the fact that many manufacturers, importers and retailers are multi-product: their assortment includes both marked and non-marked clothing.

Russian Prime Minister Mikhail Mishustin 29 July signed government decree (No. 1351), which equated marketplaces with other participants in the turnover in relation to the rules for mandatory product labeling. As a result, from March 1, 2023, online platforms will be liable for failure to transfer information to the Honest Sign system and sale of counterfeit goods.
