It is planned to legalize the use of drones in Russia this year, said Vasily Osmakov, First Deputy Minister of Industry and Trade. The Ministry of Industry and Trade, the Ministry of Transport and the Federal Air Transport Agency are preparing to bring drones out of the gray zone.
“The key problem that we want to solve within this year with colleagues from the Federal Air Transport Agency, from the Ministry of Transport is the legalization of the use of drones. Full-fledged,” said Osmakov in an interview with Sputnik radio.
The departments need to develop regulatory regulation for drone flights, including where they can fly and where they can’t, altitude restrictions, and the procedure for obtaining permission to fly and filming is clarified.
Now, before you start using the drone, you need to register it with the Federal Air Transport Agency and get permission to take off. In addition, in the fall of 2022, in accordance with a presidential decree of October 19, a number of subjects, including the Nizhny Novgorod, Saratov, Tula, Ryazan regions, introduced a ban on the use of drones.
In November, Deputy Prime Minister and Head of the Ministry of Industry and Trade Denis Manturov announced that the level of localization of the unmanned aircraft industry had increased from 10-15% to 40% since 2020. By 2024, Russian drone manufacturers expect to reach 70% localization.
As Kommersant learned, the Ministry of Industry and Trade determined the conditions for a civil state order for drones. The volume of demand of government agencies and state-owned companies for drones until 2030 is estimated at 200 billion rubles, with 100 billion rubles until 2026.
