The Ministry of Health of Russia proposes to make the procedure for establishing a genetic relationship between potential parents and a child born by a surrogate mother mandatory.
According to the agency’s project Decrees of the Government of Russia, the procedure is planned to be done no later than a month after the birth of the child using a molecular genetic study.
“Approve the attached procedure for establishing potential parents as a genetic mother and genetic father, as well as a single woman as a genetic mother,” the document says. The explanatory note states that the procedure for establishing genetic relationship after the adoption of the resolution will become an obligatory stage of the surrogate motherhood program.
Last December, Russian President Vladimir Putin signed a law according to which Russia banned the services of surrogate mothers for foreigners. It also follows from the document that the services of surrogate mothers are not available for people who are not married to each other and single men.
