The Russian Ministry of Health has developed a draft order to control the circulation of abortion drugs. In addition, the agency plans to discuss a ban on abortions in private clinics. This was announced by the Minister of Health Mikhail Murashko. According to the minister, the number of abortions has decreased significantly, but, in his opinion, their number can be reduced even more.
The Ministry of Health believes that abortion drugs should be subject to “subject-quantitative accounting” so that they are not abused. According to the minister, drugs for medical abortion should be “strictly controlled” for circulation in medical and pharmaceutical organizations. Now psychotropic substances, potent and poisonous substances are subject to “subject-quantitative accounting”.
“On the subject-quantitative accounting of drugs that are used to terminate pregnancy: this was, among other things, our initiative, we believe that this can be done, there should be subject-quantitative accounting, because we see that there is abuse in this area,”— said Mikhail Murashko at a meeting of the State Duma (quote from TASS). He said that the Ministry of Health would insist on its adoption before the end of the year.
In 2016, a law was introduced to the State Duma to ban the sale of drugs for medical abortion. However, the relevant State Duma Committee on Health Protection recommended that it be rejected, since pharmaceutical organizations still do not have the right to sell those abortion drugs intended only for use in medical institutions.
Medical abortion is the safest method of abortion. To terminate early pregnancy, pharmacies sell the drug “Postinor” (however, it would be more accurate to call it a drug to prevent conception, it acts on the basis of levonorgestrel from the progestogen group). It belongs to emergency contraceptive drugs and is available without a prescription.
There are also drugs for medical abortion of the antigestagen group: the most popular is mifepristone. On its basis, prescription drugs for contraception “Zhenale” and “Ginepreston” are produced. In the classic “medical abortion” regimen, mifepristone is given first in the clinic, followed by misoprostol. They can only be used in a medical institution under the supervision of a physician.
According to the Ministry of Health, from 2021 to 2022, the number decreased by 3.9% (16,213) per year – from 411 thousand in 2021 to 395 thousand in 2022.
