The Ministry of Health, in its response to the draft law on the ban on gender reassignment in Russia, adopted by the State Duma in the first reading, pointed to a number of problems in the document. Pyotr Tolstoy familiarized his colleagues-deputies with the content of the Ministry of Health’s review, saying that the parliament received a “very emotional conclusion.”
In his speech, which was broadcast on the website of the Duma, he recounted the content of one of the points. Thus, the Ministry of Health believes that a ban on gender reassignment operations and the replacement of documents can lead to an increase in the number of suicides in people whose gender does not correspond to the official sex.
“The poor will not be able to bring their passport data,” said Tolstoy, “in line with the reality that has developed in their head.”
At the same time, the head of the Ministry of Health, Mikhail Murashko, who was present at the meeting of the State Duma, said that the department “supports the inadmissibility of sex change based only on the patient’s desire,” and called for tougher requirements for making a decision on hormonal or surgical treatment of such a patient.
“This work will be continued by the second reading,” the minister said.
