The Ministry of Finance plans to expand family mortgages for the purchase of secondary housing

This opportunity will only be available to families in which a child with a disability was born.

The Ministry of Finance plans to expand the preferential family mortgage program. Families with disabled children will be able to use the borrowed money to buy housing in the secondary market.

The department has already prepared a draft government decree amending the program of preferential housing loans. Firstly, couples with a child born before December 31, 2023 will be able to use the family mortgage. That is, the program is extended for a year. According to the Ministry of Finance, housing loans at a reduced rate are popular. According to the department’s estimates, at the beginning of August this year, more than 372,000 Russian families have already taken advantage of the program. As stated in the explanatory note to the project, loans were issued for 1.3 trillion rubles.

Secondly, the project proposes to expand the purposes of lending within the framework of the Family Mortgage program. In addition to new apartments and houses, borrowers will be able to buy housing on the secondary market. But such an opportunity will appear only in families in which a disabled child was born. The developers of the amendments emphasize that for such parents, the availability of medical care, including outpatient care, at the place of residence is extremely important. Families with seriously ill babies most often look for an apartment as close as possible to a clinic or hospital. But, as the Ministry of Finance notes, in most cases, housing on the “secondary” is suitable for such requirements, since the construction of new housing near specialized medical institutions is not carried out in many settlements. According to the forecasts of officials, the demand for family mortgages will only grow and next year will amount to about 166,000 loans issued in the amount of 1.16 trillion rubles.
