From next year there will be no buyers without licenses and cash registers
The Ministry of Finance of Russia plans to improve the rules for buying and selling precious metals and other valuables. Now the draft of the corresponding decree of the Government of Russia prepared by the Ministry is undergoing the procedure of public discussion.
As it became known to MK, the new document introduces quite a lot of changes and clarifications into the current procedure. In particular, it is clarified that only those citizens who do not have the status of individual entrepreneurs can take things to a pawnshop. The fact is that the latter themselves can be receivers of jewelry, and, consequently, engage in their resale. In addition, according to the new rules, buyers, whether they are legal entities or individual entrepreneurs, will have to have a license to buy jewelry and other products made from precious metals and stones. The requirements for equipment are also being tightened, in particular, it is clarified that it must be serviceable. Also, anyone who buys jewelry will need to have a cash register. Accordingly, if today, having handed over the value, a citizen receives a receipt, and from the moment the document comes into effect, he will also be issued a check.
For the most part, the rules will remain the same. For example, orders and medals (with the exception of commemorative and anniversary ones), unprocessed rubies, sapphires, emeralds, alexandrites, natural pearls, industrial and technical items made of precious metals, etc. will still not be pawned.
The new order will have to come into force on January 1, 2024 and will be valid until 2030.
