The Ministry of Finance is considering the possibility of introducing excise taxes on all types of alcohol, including medical alcohol. This was announced by the head of the department, Anton Siluanov, at parliamentary hearings in the Federation Council on the draft federal budget for the next three years.
He added that the department is currently discussing the idea of introducing excise taxes on medical alcohol with the Ministry of Health. According to Siluanov, there are no fundamental disagreements on this topic between the ministries.
“The only question here is this: we will collect excise taxes on alcohol, but we need to make sure that medical products, primarily those that our citizens consume (Corvalol, for example), do not become more expensive, so that we can provide targeted subsidies, and that people did not feel a change in prices for medical products that use an alcohol base,” Siluanov emphasized (quote according to TASS).
Chairman of the Federation Council Valentina Matvienko previously proposed imposing an excise tax on all ethyl alcohol produced in Russia. In this case, subsidies must be introduced for alcohol purchased by medical institutions, which will act as compensation, the parliamentarian noted.
In August, the Ministry of Finance published a draft order to reduce the minimum price for ethyl alcohol from food raw materials from 68 to 55 rubles. for 1 l. The agency explained that the measure could help manufacturers “adapt more flexibly to changing market conditions following a reduction in the cost of such products.” The supply is associated with a decrease in grain prices due to a high harvest in 2022.
