Russia is developing a mechanism that will make it possible to abandon paper excise stamps on tobacco and nicotine-containing products. This is stated in the documents of the Ministry of Finance, which were sent to the Committee of the Federation Council on the budget and financial markets.

The Ministry, together with the Federal Tax Service and the Center for the Development of Advanced Technologies, is working on a mechanism that would make it possible to control the completeness of excise payment based on digital marking data.

The transition to a digital excise tax on tobacco and nicotine-containing products is taking place on behalf of the government. The fact that the Ministry of Finance is working on the introduction of a digital excise tax on tobacco and beer was announced in mid-November 2022 by Deputy Minister Alexei Sazanov.
