The Ministry of Education and Science will introduce a multi-stage admissions campaign to universities – Kommersant

The Ministry of Education and Science plans to introduce a multi-stage admissions campaign to universities. The applicant will make a list of five universities depending on priority, and also submit documents for admission several times, depending on the chances of passing the competition. This was announced by Deputy Minister of Education Dmitry Afanasyev.

“The enrollment procedure is becoming multi-stage. If, according to the ratings, he does not get into the university of his first priority, he is offered second priority, and so on, until he finally gains admission to a specific university,” the deputy minister said at a meeting of the State Duma Committee on Science and Higher Education. Such a system could be introduced as early as the next academic year (2024–2025).

Currently, students can apply to five universities for five majors each. However, applicants cannot change them as part of the admissions campaign.

“If an applicant sees his ratings and his chances of admission not at the time of submission of documents, but during the admissions campaign itself, he can change his choice,” explained Mr. Afanasyev. For example, an applicant will be able to refuse a university that he will not enroll in by transferring his application to another university. In this case, the “five by five rule” must be observed (that is, the total number of universities to which the applicant will apply must not exceed five).

Earlier today, Deputy Minister of Education reportedthat the new system of higher education in Russian universities will be introduced from September 1, 2025.

After Russia’s withdrawal from the Bologna process, the authorities decided to change the levels of higher education in Russia. The pilot project is already operating in several universities. It provides two levels of higher education – basic with a period of study from four to six years and specialized higher education, where the period of study varies from one to three years, as well as one level of professional education – postgraduate study. Specialized education will include master’s degree, residency and assistantship.
