The Ministry of Education and Science recommended that applicants be awarded up to 10 additional points for participation in the SVO

Universities were recommended to charge applicants up to 10 additional points upon admission for military service and participation in the SVO. This is stated in a letter of recommendation from Deputy Head of the Ministry of Education and Science Dmitry Afanasyev, published on the GEF portal (.pdf). The recommendations come into effect from the 2023 admission company.

According to the document, when applying for undergraduate and specialist programs, such individual achievements of applicants as military service by conscription, contract and mobilization, as well as being in volunteer formations and performing tasks during a special operation, will be taken into account. The sum of points for these individual achievements should not exceed 10 points.

The document states that students with the status of combat veterans are also entitled to state scholarships until the end of their studies.

In May 2022, Vladimir Putin signed a law according to which the children of the special operation participants can enter universities under a special quota. In May 2023, the Ministry of Education and Science recommended universities to reduce the cost of education for students who took part in the special operation, as well as for members of their families. Educational institutions are required to assign to them 10% of the total number of budget places for applicants for undergraduate and specialist programs.
