Master’s programs should take a separate place in the higher education system, said Deputy Head of the Ministry of Education and Science Dmitry Afanasyev. According to him, the department is now discussing changing the status of master’s programs in the new education system.

“A new level system is currently being discussed at the request of the President. Within the framework of this, of course, there will be a change in the status of the magistracy,” Mr. Afanasyev told TASS.

He believes that a master’s degree should not replace other levels of education. “With the name – specialized higher education – it should deepen and specialize the basic level,” explained the deputy minister.

In June 2022, the Ministry of Education and Science statedthat Russian universities were excluded from the Bologna process. The Russian authorities decided to abandon the Bologna system (divides the educational process into four years of bachelor’s and two years of master’s) and create their own. Ministry of Education and Science supported departure from master’s studies with non-core bachelor’s degrees. Department announced a new education system in universities in 2025.
