The procedure for providing housing subsidies to young scientists was developed by the Russian Ministry of Education and Science. On Friday, December 10, a draft of the corresponding order of the ministry was submitted for public discussion.
As it became known to “MK”, the document concerns young scientists of scientific organizations and universities. This category includes candidates of science up to 35 years old and doctors of science up to 40 years old with work experience of 5 years or more. It defines the criteria by which specialists can be recognized as in need of better living conditions, the procedure for issuing and issuing state housing certificates that give them the right to a subsidy, a methodology for assessing the effectiveness of their scientific activities (only really valuable personnel can count on subsidies) and several other departmental documents.
It is planned to find out who really needs to improve their living conditions according to the same criteria that are used today to determine the need for them for citizens provided with housing under social rental agreements. This will be done by a special commission. Then the organization in which the specialist works will have to submit a list of their needy employees to the Ministry of Education and Science, which will maintain a register of all scientists applying for a subsidy. Changes to this register can only be made if the scientist himself refuses the money.
When calculating the methodology for the effectiveness of a particular specialist, published scientific papers, participation in conferences, research and development work and other aspects of the scientist’s activity will be taken into account. Efficiency will be evaluated in points. By the way, if a scientist does not reach the right to apply for a certificate in terms of points, then he will be able to submit an application with a request to recertify him in a year, then in another year, and so on until he receives a subsidy or becomes an elderly scientist.
