The Ministry of Education and Science of the Russian Federation stated “Interfax”that the outflow of scientific personnel from Russia in 2022 was not massive. The agency provided the agency with research data from the Institute for Statistical Research and Economics of Knowledge at the National Research University Higher School of Economics, according to which in 2022, 9% of scientific organizations and 2% of universities reported layoffs due to departure.
The ministry’s press service also told Interfax that in 2022, 490 scientists went abroad for work, training or internships, 85% of them conducted joint research abroad. The department explained that 927 heads of scientific and educational organizations took part in the HSE study.
The ministry reported that of the 490 scientists who traveled abroad, 313 were researchers, 177 were teachers, and 128 were graduate students. Only 0.1–0.3% of each category went abroad for work or internship, the Ministry of Education and Science noted.
