The reform of the admissions campaign continues. Since last year, submitting an original to a university has become equivalent to consent to admission. Now the educational department has decided to go even further and equate the certificate mark on the state portal with the submission of the certificate itself. A bold project of “digitalization of consent” from an applicant can be implemented in a year.

“MK” decided to find out what this could lead to.

Let us remind you that in the 2022-2023 academic year, the previous system of submitting consent for enrollment in universities was replaced by a system of priorities. This means that the applicant weighs the chances (they depend on the number of Unified State Examination points and the passing grade at the university in the chosen specialty), and submits an application there. Where in order of priority, from the must-have specialty to “okay, that’ll do” indicates up to five directions. And there can also be from one to five universities. That is, each university submits its own application. And each applicant, in theory, has 25 options to pass on a budget.

At the end of the main enrollment, the most interesting thing happens – the final selection. The lists of applicants from the BVI (without entrance exams) and benefit recipients help the applicant to navigate – they also go to the budget, but they arrive earlier. In essence, the applicant chooses a university, and admission is ensured by the admissions committee based on the previously identified priorities. And the applicant “votes” with the certificate – put the original, passed the competition – the place is yours.

According to the current rules, the certificate can either be brought in person to the admissions office or sent by registered mail. You can also “put it” electronically: through your personal account on the university website or by making an appropriate note on the state portal. Now they want to cancel the “paper” and submission through university websites altogether – leaving only the option to “check the box” on the state portal. “This will make it easier to enter foreign universities and reduce the physical burden on universities,” the ministry explains this decision.

In addition, the department announced such an innovation as hourly updating of competition lists, and even from the first day of submitting documents. This is good news: until now, updated lists were not available at every university, especially in the regions.

Moreover, the educational department claims that the new system “will allow you to monitor your position in the ranking and indicate in which university the applicant is potentially recommended for enrollment.” If the promise comes true, then the student will need to submit only one application to the state portal to enter the university. And digital will do the rest.

“In turn, universities will be able to monitor the process of filling competition groups,” the Ministry of Education and Science continues to announce a brave new world.

“I think such a decision can add excitement to graduates and their parents,” says Marina Orlova, an expert in the field of education and the Unified State Examination. – Even purely psychologically – it’s one thing to personally hand over a certificate earned with sweat and blood to the commission, and another to put a tick on the screen. What if there is a failure, what if the electronic mark is erased? And technically, despite the new rules and reforms, most applicants delay their decision until the last minute. About 650 thousand places are allocated for the budget. If we subtract beneficiaries, BVIs and those who decided earlier, at least 200 thousand people will remain. And everyone will attack the system on the last day. Even if the applicant sees his position in the competition, people will delay. Will the system survive?..

“From the point of view of fault tolerance, this kind of system is built on distributed servers that redirect the load to where there are free resources,” comments programmer Ivan Afanasyev. — Mass requests can slow down or even stop the system for some time, which happened during Covid. But for such cases, there are regulations for quickly restoring functionality. In addition, information is usually monitored in real time, the load is predicted and the server part is upgraded. And without preliminary testing, including load testing, no one will release the service.
