The Ministry of Economics unfroze the main investment regime after almost a two-year pause

The Ministry of Economic Development has concluded the first agreement on the protection and promotion of capital investments (SZPK) after almost a two-year break. This was reported to Vedomosti by Deputy Minister of Economic Development Murat Kerefov.
Investors were able to enter into agreements that guarantee unchanged tax conditions and reimbursement of infrastructure costs in October 2020 after the adoption of the law on the SZPK. At the same time, since April last year, the mechanism has not worked due to the expiration of the temporary rules for concluding agreements and the failure to launch the state information system (GIS) “Capital Investments”. While the mechanism was frozen, the curator of the reform was replaced in the Ministry of Economic Development: Deputy Minister Andrey Ivanov resigned in February 2022, Kerefov took his place, and ANO Investment Promotion Agency, an authorized organization for project support, was also disbanded. Until April 1, the authorities managed to conclude 36 agreements with a total investment of 1.3 trillion rubles.
