The Ministry of Digital Development proposed to use biometrics on an ongoing basis during certification in universities, the corresponding draft government decree published on the portal of draft legal acts.
How notes Interfax, an experiment on the use of the Unified Biometric System (UBS) to identify students was carried out during the intermediate and final assessments in the 2021/2022 academic year. As part of the experiment, students from seven universities took exams at the summer session using the EBS in 12 disciplines, while students themselves could choose the format for taking the exam.
The explanatory note to the bill notes that the experiment has proved to be positive. The implementation of the draft resolution will not require additional costs, the authors of the initiative added. This format is expected to be available to undergraduate, specialist and graduate students.
A unified biometric system has been operating in Russia since 2018. At the end of December 2021, Russian President Vladimir Putin signed law on the transfer of the EBS to the status of the state information system. It is assumed that citizens will be able to independently place their biometric samples in the system through a verified account in the Unified Identification and Authentication System (ESIA) and data from the chip on the passport. Prior to this, biometrics could only be taken at bank branches.
