The Ministry of Digital Development has prepared a draft government decree that will approve amendments to the Rules of the Road (SDA) on equating electronic documents to paper ones. Document published on the portal of projects of normative legal acts.
“Submission in electronic form using the mobile application of the federal state information system “Unified Portal of State and Municipal Services (Functions)” of the information contained in the documents provided for by these Rules is equated to the presentation of such documents,” the draft resolution says. It is proposed to supplement the footnote “*” of paragraph 2.1.1 of the SDA with this text.
The fact that the traffic police and the Ministry of Digital Development are preparing a draft resolution in early July told head of the State traffic inspectorate, police lieutenant general Mikhail Chernikov.
In June 2022 Chernikov informedthat it was planned to introduce an electronic driver’s license before the end of the year. He expected that the relevant document would be finalized by that date. At the same time, Chernikov clarified that traffic police officers would be able to demand a paper document (STS) if they have any doubts, including the authenticity of the VIN number.
On June 16, Oleg Ponaryin, deputy head of the Main Directorate for Road Safety (GUOBDD) of the Ministry of Internal Affairs of the Russian Federation, said that the traffic police was ready to introduce in Russia the possibility of presenting a driver’s license and STS in the form of a digital code. He clarified that the issue remains with the legislators and the creation of the appropriate infrastructure.
