The Ministry of Digital Development of Russia is going to facilitate the procedure for liberation from telephone slavery. The Ministry plans to introduce a rule that will facilitate the transition of a subscriber from one operator to another.

Despite the fact that the state freed mobile subscribers from telephone “serfdom” at the end of 2013, the transition is still not going very smoothly. It often happens that mobile operators refuse to transfer on the grounds that the data provided by the citizen when receiving a telephone number does not correspond to those that the citizen provided to the company whose subscriber he is going to become.

In case of transfer, the recipient company (receiving the new subscriber) requests information about the owner of the number from the donor company and compares it with its own. Meanwhile, while using the number, the subscriber can change his place of registration, passport, full name, etc., that is, the data may indeed not correspond. And since the reconciliation of information occurs electronically, a “discrepancy” may be revealed even in cases where the subscriber, upon receiving a SIM card, wrote down “branch” and “city” in the service agreement, and “department” in the new agreement. .” and “g.” At the same time, the problem is easily solved after contacting Roskomnadzor: the agency requests information from the operator, sorts out the situation, and the subscriber easily moves from donor to recipient. However, companies can solve the problem without the intervention of a regulatory agency. The inaccuracy can be eliminated if the data is verified manually, but many do not do this: operators are not interested in reducing the customer base.

To influence the situation, an article was introduced into the Law “On Communications” requiring the operator to verify the accuracy of subscriber information. But this instruction is often ignored. Therefore, the Ministry of Digital Development has prepared order, which provides additional indicators of risk factors for violation of legal requirements, that is, simply put, indicators that the operator is breaking the law. There are two of them, the first is a sharp increase in Roskomnadzor requests to the operator (by 40% for 3 calendar months in a row compared to the previous 3 months). Secondly, the number of refusals in the transition is more than 5% of the total number of requests, that is, every 20th subscriber is refused.

Faced with such phenomena, Roskomnadzor will conduct unscheduled inspections. Responsibility for violations is provided for by the Administrative Code; for false information about each subscriber, the telecommunications company will have to pay from 300 to 600 thousand rubles.
