The Russian Ministry of Defense proposed to oblige prisoners serving sentences in places of deprivation of liberty to be registered with the military. Amendments to the “Regulations on military registration” published on the portal of draft legal acts.
As follows from the draft document, the subparagraph according to which citizens serving sentences of imprisonment are not subject to military registration will be excluded from the provision. It is also proposed to introduce the concept of “special military registration” for conscripts and those liable for military service who are serving their sentences in places of deprivation of liberty.
As stated in the document, correctional institutions and centers of the federal penitentiary system (FSIN), as well as military commissariats at the location of the FSIN institutions, will be responsible for it.
Statement and removal from the special military registration will take place without appearing at the military registration and enlistment offices. Correctional institutions will provide lists of citizens to the military registration and enlistment offices as they are received, transferred or released. Lists of special military registration with documents of military registration of military registration and enlistment offices must be verified at least once a year.
In October, the State Duma accepted a bill allowing the mobilization of citizens with outstanding convictions for certain serious crimes. In May of this year, United Russia deputies Andrey Kartapolov and Andrey Krasov also made a bill that would allow citizens with a criminal record (except for “serious” articles) to serve under a contract during the period of mobilization and in wartime. State Duma accepted law June 20.
