The Public Council under the Ministry of Construction came up with an initiative to raise tariffs for utilities, depending on the solvency of the population. About this paper “News” said the head of the commission on housing and communal services Irina Bulgakova. Now the indexation of housing and communal services tariffs is carried out only taking into account inflation.
“When changing tariffs, we propose to carry out an analysis of what they should be in a particular territory, taking into account the solvent demand of the population,” explained Irina Bulgakova. The authors of this initiative propose to calculate how much payments will be from the total income and expenses of the population, how many citizens in the region of the Russian Federation will be able to pay their bills without damage.
If the tariffs established in the region cannot be paid by more than 30% of the population, indexation should not be carried out. The lack of funds is proposed to be compensated from the federal budget.
The Ministry of Construction, in a commentary to Izvestia, emphasized that the growth of housing and communal services tariffs from December 1, 2022 is limited by the limit index – 9%. Previously, different limit indices were set for the regions. The actual index, according to Rosstat, is 6.5% -7.87%.
On December 1, the indexation of tariffs for housing and communal services took place for the second time in a year. It was originally held in July. Tariffs for water disposal increased by 5.2%, for electricity – by 4.6%, for heating – by 4.1%. The Ministry of Economic Development explained the increase in tariffs in December by the need to upgrade water pipes and other facilities. At the same time, the department emphasized that in 2023 indexation of tariffs for housing and communal services will not be carried out.
