The Ministry of Construction plans to change the system of payment for housing and communal services – Kommersant

Deputy Prime Minister Marat Khusnullin instructed the Ministry of Construction to develop a system of special accounts for collecting money to pay for housing and communal services. It is reported “News” with reference to the letter of the Ministry to the highest executive authorities.

According to the publication, special accounts for tenants of apartment buildings will allow controlling the distribution of funds by the management company (UK) – the UK will be able to transfer money only to those organizations that supply water, heat and electricity to houses. This will avoid a situation in which tenants cannot verify that their money is being used for its intended purpose.

“Now the money goes to the accounts of the management company, into a common pool, and becomes the property of the organization. Residents of the house can control their use only once a year, when the expense report and the plan for future spending are approved, ”said Vladimir Koshelev, First Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services.

At the same time, it is noted that the problem of non-paying tenants will not be resolved, despite the fact that the initiative to increase financial transparency in the housing and communal services sector. When exactly it is planned to introduce special accounts is not reported.
