The decision to cancel the implementation of the state information service “Unified Register of Military Records” (GIS ERVU) on the Gostekha platform was made on December 22 at a meeting of the government commission on digital development and the use of information technologies to improve business activities. At the meeting it was decided that the service would be implemented within the framework of the “State Unified Cloud Platform” (“Gosoblako”).

The office of Deputy Prime Minister Dmitry Chernyshenko explained to Forbes that the military registration register presupposes “the presence of information, the placement of which on the Gostekh basis is not provided for by current legislation.” According to the publication’s source, we are talking about state secrets. He believes that the need to build a project from scratch on the basis of Gosoblak “may lead to delays in implementation.” The Ministry of Defense and the Ministry of Digital Development did not respond to requests; Gostekh declined to comment.

Director of the NGO Information Culture Ivan Begtin said that the development of a GIS such as a register of persons liable for military service requires three to four years. Under tight deadlines, it can be created in a year to a year and a half. Minister of Digital Development Maksut Shadayev said in September 2023 that full commissioning is impossible before 2025 due to information security requirements.

In the spring, Russia adopted a law on the creation of a digital register of military records and an integrated register of summonses sent to citizens. The document assumes that Russians will be notified of the need to appear at the military registration and enlistment office through the government services portal, limiting their ability to leave the country until they appear.
