According to investigators, the official and his former deputy Andrei Kanishchev received a bribe of 4 million rubles from a local businessman for obtaining contracts for improvement outside of tenders.
On Saturday, September 30, Serov was supposed to go on a trip towards the areas of hostilities with Ukraine, for which in mid-September the local parliament agreed on a six-month vacation for him. The official claimed that he was going to the Northern Military District zone because “as an officer, as a citizen” he could not “stay away from the fateful battle of our Motherland.” According to several reports, the mayor was detained at home several hours before his planned departure.
