The mayor of Makhachkala, Salman Dadaev, left his post on Monday in connection with the transfer to work in one of the prefectures of Moscow. On the same day, the deputies of the city assembly, although after persistent persuasion, nevertheless granted his request for resignation, and the authorities of Dagestan thanked the mayor for “a very courageous and very beautiful decision.” From November 29, Rizvan Gazimagomedov, who left the post of deputy prime minister in the Dagestan government, will act as head of the republican capital from November 29.
The resignation of Salman Dadaev, who headed Makhachkala in January 2019, has long been predicted by unofficial sources. These rumors intensified after it became known on November 21 that Deputy Prime Minister Rizvan Gazimagomedov left the government of Dagestan “of his own free will” – it was he who was called a possible successor to Mr. Dadaev as mayor. Anonymous sources of local Telegram channels claimed that the figure of Mr. Gazimagomedov was chosen as a compromise for three Dagestan political heavyweights – the former mayor of Makhachkala Said Amirov (departing life imprisonment for preparing a terrorist act), Secretary of State Magomed-Sultan Magomedov and businessman Suleiman Kerimov. However, there was no official confirmation of this version.
But the long and obvious confrontation between the mayor and the head of the republic, Sergei Melikov, was obvious. Salman Dadaev noticeably more often than any local official became the object of public criticism from the leader of Dagestan.
His angry tirades against the mayor, uttered at meetings in the Makhachkala White House, were regularly replicated by all publications and Telegram channels controlled by the local authorities. At the same time, the mayor himself reported no less regularly on the large-scale work on the reconstruction of the city economy and work in the courts, thanks to which the city was able to return dozens of land plots illegally privatized under the previous mayors.
Nevertheless, according to a well-informed Kommersant source in the mayor’s office, complaints about its head were sent to the presidential administration “almost every day.” In the end, according to the interlocutor, on Staraya Square they simply recommended Salman Dadaev to change his place of work in order to be with Mr. Melikov “not in the same region.”
Last Friday, it was announced that Sergei Melikov awarded the mayor of Makhachkala the title of “Honored Lawyer of Dagestan” – “for his services in strengthening the legal foundations of local self-government and many years of conscientious work.” This was another indirect confirmation of the final decision of the personnel issue. Finally, on Saturday, the mayor’s office spoke about the meeting between Mr. Dadaev and city activists, which also had a pronounced farewell character.
Despite this, the issue of the resignation of the mayor was not on the agenda of the session of the City Assembly convened on Monday and was only guessed in the paragraph “Miscellaneous” – the presence of the Prime Minister of Dagestan Abdulmuslim Abdulmuslimov in the hall was a clear hint of this.
Having taken the floor, Salman Dadaev did not even try to hide the fact that the decision to resign was not made by him personally.
“It’s not a secret for anyone: we have different views with the leadership of the republic on the development of the city,” he said. “And in this situation, the townspeople should not suffer.” The mayor repeated this wording more than once – that the townspeople “should not become hostages” in the conflict of leaders, and made it clear that it was precisely because of this conflict that the city did not receive the assistance from the republic that it had reason to claim.
The “weighted decision” to resign was made in order to “develop this city further” and “to reset the existing relations,” continued Mr. Dadaev. “This city needs new blood, new drive, and a new approach to solving old problems. And so that our different visions do not serve as a brake on this, I propose to consider the issue of resigning my powers, ”he addressed the deputies, adding that a decision had already been made to transfer him“ to another job ”.
Prime Minister Abdulmuslimov called it “a very courageous and very beautiful decision.” However, the city assembly managed to vote for the resignation of the mayor only from the second call. The issue was not included in the agenda, and they wanted to move the vote to another, extraordinary session. But after persistent persuasion from the presidium and Salman Dadaev personally, the deputies, with obvious reluctance, raised their hands for his resignation.

According to Kommersant’s source in the mayor’s office, he will return to work in one of the prefectures of Moscow (before moving to Makhachkala, Mr. Dadaev headed the administration of the Basmanny district of the capital). “I am returning to my native harbor, to the same place where they taught me all this, what I implemented here, to Moscow – to the team of Sergei Semenovich,” confirmed TASS Salman Dadaev himself.
As it turned out after the end of the session, on November 22, that is, the day after Rizvan Gazimagomedov left the government, he was approved as vice-mayor of Makhachkala. On Tuesday, he will take up the duties of the head of the Dagestan capital.
The head of Ulyanovsk went to the defense industry
On Monday, the mayor of another regional center announced his resignation: the head of Ulyanovsk, Dmitry Vavilin (United Russia), said that he had made a “difficult decision to move to a new job.” According to him, summer trips to Donbass and meetings with soldiers “left an imprint” on his activities, so “after deliberation” the mayor accepted the proposal to take a leadership position in the military-industrial complex. “This area is very close to me, I graduated from the mechanical engineering department of the Polytechnic University,” Mr. Vavilin explained.
According to the mayor’s office, in the coming days, Dmitry Vavilin will go on vacation, and on November 30, the City Duma will consider his resignation. First Deputy Mayor Dmitry Zverev will perform the duties of the head of the city until the competition for the post of mayor. The City Duma explained that the competition could be announced as early as Wednesday.
Among the potential candidates for the post of head of the city, sources in the mayor’s office name the current speaker of the City Duma Ilya Nozhechkin (United Russia) and Deputy Mayor Alexander Boldakin, who arrived in Ulyanovsk from the Moscow region, where he worked in the administration of the Shchelkovo urban district.
The governor’s administration explained to Kommersant that Dmitry Vavilin and Alexei Russkikh had already had preliminary conversations about a possible transfer to another job, but “the governor’s claims were not the reason for the resignation.” “It’s just that, given the high employment as the head of the city and the need to devote more time to the family, where he has four children, Dmitry Vavilin himself made the best decision for himself,” the source said. A Kommersant source in the administration of Ulyanovsk confirmed this version, noting that “Vavilin had a change of priorities” and “issues of the salary level at the proposed job and the need to pay attention to the family could play a significant role.”
