The outstripping of supply by demand in the Russian market due to a decrease in the level of competition has pushed government agencies to the idea of tightening control over organizational standards (STO) and technical specifications (TS) – they contain requirements for products. According to Kommersant, the State Duma is discussing a bill to introduce mandatory registration of such standards in the Federal Information Fund of Standards. There is no consensus on the project in the market: in highly competitive sectors they believe that tightening controls will increase business costs and slow down import substitution, and customers complain that service stations and technical specifications allow Russian manufacturers to produce low-quality products. As a result, in a seller’s market, lack of control becomes a problem for consumer businesses.
