The Legislative Assembly of St. Petersburg did not consider the Yabloko initiative on the minimum training period for military personnel

Deputies of the Legislative Assembly of St. Petersburg at a meeting on April 19 did not begin to consider the bill developed by the Yabloko faction. “Yabloko” Alexander Shishlov and Boris Vishnevsky proposed to apply to the State Duma in order to enshrine in the law the minimum period of training for military personnel before being sent to the combat zone.
The deputies proposed to make corresponding amendments to Art. 36 No. 53-FZ “On military duty and military service”. According to the changes, conscripts cannot be sent to the zone of armed conflicts before serving for at least 4 months and without completing training in military specialties, and mobilized – before undergoing primary training for a period of at least 15 days.
At the moment, the first point is enshrined in the Regulations on the procedure for military service, which was approved by presidential decree of September 16, 1999. Until 2013, the training period for conscripts was six months.
The deputy from the “United Russia” Konstantin Chebykin proposed to exclude the legislative initiative from the agenda. In his opinion, the adoption of the corresponding law is “inappropriate”. Speaking from the rostrum, Mr. Chebykin said that before receiving “technical assignments from nowhere, deputies from the Yabloko faction need to work out and clarify our federal legislation, where everything is already written.”
The head of the Yabloko faction, Mr. Shishlov, was not allowed to speak, referring to the regulations. 39 deputies voted for the exclusion from the agenda, 6 voted against.
Boris Vishnevsky in his Telegram channel stressed that the faction had been receiving appeals from citizens with a request to come up with such an initiative since May last year. “The parliamentary majority does not even want to discuss it, although we are talking about the main human right – the right to life,” the parliamentarian concluded.
