The State Duma Committee on Ecology, Natural Resources and Environmental Protection finalized the bill on the procedure for dealing with homeless animals for the second reading. The amendments suggest that these animals will continue to be placed in shelters, said the first deputy head of the committee, Vladimir Burmatov.
As the deputy specified, the capture of neglected animals and their placement in shelters will be mandatory measures for the regions. An additional clause is also introduced that, in addition to these measures, local authorities have the right to additionally implement their measures.
“The bill has been seriously improved, changed very seriously, and changed for the better. Shelters are preserved in the law, the humanistic concept is preserved, and articles 17 and 18 of the law are preserved, which are key for animal rights activists,” Mr. Burmatov told TASS.
The State Duma today, July 12, plans to consider the bill in the second reading. Vladimir Burmatov also added that the committee recommended that the State Duma reject seven bills that, in one form or another, proposed introducing euthanasia for stray animals.
In May, the State Duma adopted in the first reading a bill allowing regions to choose their own way to control stray animals. Despite the almost unanimous approval, the document raised a lot of questions from parliamentarians, because its wording did not give a clear answer whether stray dogs could be euthanized, and Mr. Burmatov admitted that the current legislation could also effectively solve the problem, if “not to steal” .
