The law on extrajudicial blocking of sites for collections for the Armed Forces of Ukraine was adopted in the second reading

State Duma deputies at a plenary meeting today, October 17, adopted in the second reading a bill that will allow websites providing financial support for the armed forces of Ukraine to be blocked out of court. The bill will allow Roskomnadzor to block websites more quickly.
According to “Parliamentary newspaper” with reference to deputy Anton Gorelkin, at today’s meeting three amendments were adopted, which were submitted to the second reading. They talk about the fact that ordinary citizens, regional and federal authorities will be able to notify the Prosecutor General’s Office about fundraising sites of the Armed Forces of Ukraine.
The amendments to the second reading also provide for changes to the law “On Freedom of Conscience and Religious Associations.” It is indicated that only they themselves or their authorized persons can collect donations for religious organizations. Applications for fees distributed online that violate this requirement will be blocked.
The bill, adopted in the second reading, was developed by the State Duma commission to investigate facts of interference by foreign states in the internal affairs of Russia. It was tabled on September 20, 2022. The explanatory note states that during the period of the special operation, “numerous facts were established of the participation of foreign media platforms and organizations in the dissemination of information with proposals for financing the Armed Forces of Ukraine.” This, according to the authors of the initiative, poses a threat to the security of the Russian Federation.
