Parliament of the Altai Republic in two readings accepted a law that allows captured stray animals to be euthanized. First of all, we are talking about stray dogs.

The draft law was introduced by the head of the region Oleg Khorokhordin and the state assembly committee – el kurultai – on agrarian policy. “The implementation of the draft law assumes that places and points of temporary detention of animals that are not animal shelters on the territory of the Altai Republic can be municipal, as well as private, the period of detention in which will not exceed 11 days before the decision is made to kill the animal or its further content,” says the explanatory note to the document.

How reported To the deputies, the chairman of the Republican Veterinary Committee with the State Veterinary Inspectorate, Aidar Todoshev, all other methods of dealing with stray dogs in the region turned out to be ineffective. Meanwhile, in 2022, 540 cases of dog attacks on people were recorded. The construction of shelters, according to Mr. Todoshev, is estimated at 480 million rubles. excluding funds for keeping animals.

This summer, Federal Law No. 377 came into force, which gave regions the right to establish their own procedures for the treatment of animals without owners. Some deputies of the Altai parliament expressed doubts about the appropriateness of the regional bill. Sergei Kukhtuekov (the group “Independent Deputies of the Altai Republic”) warned that the authorities are launching a “conveyor belt of death” for captured dogs.

The bill was passed with an overwhelming majority of votes. “The law must be adopted, but strict control over the activities of veterinary services must be established. This can be achieved, among other things, with the involvement of public organizations,” Vladislav Ryabchenko, head of the United Russia faction in the State Assembly – El Kurultai, told Kommersant earlier.
