The Kremlin explained the speed of adoption of the law on electronic subpoenas

The speed with which the law on electronic subpoenas was adopted is related to its importance. This was stated by the press secretary of the President of the Russian Federation Dmitry Peskov.

“Now all such documents are, of course, extremely important, and, of course, the Duma perceives them as top-priority and urgent documents. But again, in this case, I recommend that you contact the Duma for these clarifications, ”he said.

Peskov explained that the adopted amendments are needed to streamline the system of registration and conscription of those liable for military service. He recalled that military service is one of the constitutional duties of Russian citizens. According to a Kremlin spokesman, the beginning of the special operation showed that “there is a lot of chaos in the military registration and enlistment offices.” He added that the law is designed to fix this “mess” and make the conscription system convenient and effective for citizens.

Peskov noted that Russian President Vladimir Putin was informed about this initiative, however, Peskov does not have information about whether the head of state made comments on this bill. The President will familiarize himself with the document as soon as it arrives for his signature, the spokesman added.

The day before, April 11, the State Duma accepted in the second and third readings of the amendment on the creation of a unified register of persons liable for military service, electronic subpoenas and new restrictions for failure to appear on them at the military registration and enlistment office. 394 deputies voted “for”, one of 450 abstained. Already on April 12, the law will be considered by the Federation Council, after which it will go to the president for signature.

According to the amendments, citizens will not be able to leave Russia from the moment they receive the summons until they appear at the military registration and enlistment office. Also, in case of failure to appear, there may be a ban on state registration as an individual entrepreneur, deprivation of the opportunity to drive a vehicle, conclude real estate transactions, etc.

The updated rules for obtaining subpoenas to appear at military registration and enlistment offices will affect not only conscripts, but also all those liable for military service, stressed Andrey Kartapolov, chairman of the Duma Defense Committee. The amendments will not apply to the current spring draft.

Previously in the Kremlin declaredthat the changes are not related to mobilization. We are talking only about military registration, Peskov noted. He stressed that there are no plans to conduct a second wave of mobilization in the Russian Federation.
