The Kremlin considered unnecessary concerns about the bill to ban gender reassignment

Press Secretary of the President of Russia Dmitry Peskov said that the fears of experts that the ban on gender reassignment violates the right to life and medical care are unnecessary. In his opinion, all the clauses have been worked out in the bill.

“All these appeals were expertly worked out in the Duma. And these questions have been answered. Therefore, in this case, some fears are probably excessive. All reservations have been made there,” Dmitry Peskov said at a press call.

Today, July 14, the State Duma in the third reading unanimously accepted gender reassignment bill. By information “Kommersant”, the bill was developed due to the increasing cases of providing certificates of sex change by deviators from the army. According to the Ministry of Internal Affairs, which the authors cite in the text of the initiative, from 2016 to 2022, 2990 people applied for a replacement of the passport of a citizen of the Russian Federation on the basis of “sex change”, in 2016 there were only 142, and in 2022 – 996.

As Kommersant found out, on the eve of the second reading, lawyers and doctors working with transgender people submitted a critical review of the document. They noted that it violates the right to life and medical care, and also “imposes an ideology”, and asked to remove the document from consideration. In turn, the Kremlin refused to comment on the bill, citing the fact that at that moment it was still undergoing expert discussions in parliament.
