A criminal case has been sent to the court against the alleged culprit of the spread of anthrax in Chuvashia, senior assistant to the head of the Investigative Committee of the Investigative Committee for Chuvashia, Evgenia Kuznetsova, told Kommersant. The investigation charges the 63-year-old resident of the village of Staroye Aktashevo, Tsivilsky Municipal District, with Part 1 of Art. 249 of the Criminal Code of the Russian Federation (violation of veterinary rules, resulting in other serious consequences through negligence) and Part 1 of Art. 238 of the Criminal Code of the Russian Federation (production, storage, transportation and sale of products that do not meet the requirements for the safety of life or health of consumers). Ms. Kuznetsova did not specify the name of the accused.
According to the prosecution, in March 2022, the defendant bought two bulls, which he kept on his farm. At the same time, the villager – “in violation of the current veterinary legislation” – did not register and did not ensure the registration of bulls “in a veterinary institution”, and also “did not organize research for the presence of infectious diseases and did not provide them to specialists of the state veterinary service for examination.” As a result, one of the bulls “between February and March 2023” became infected with anthrax.
However, the villager, having discovered a dangerous disease in the bull, fearing that the meat would be lost, slaughtered the sick animal, and sold its carcass for personal consumption to two residents of the republic. While cutting up an infected steer, a neighbor who helped the villager in slaughtering the animal and cutting up the carcass, as well as his wife, fell ill with anthrax.
According to the conclusions of forensic examinations, the neighbor and his wife suffered moderate harm. The women who bought the meat managed to avoid infection, but its purchase created a real danger to the life and health of themselves, as well as their close relatives and friends. Due to the threat of the spread of a particularly dangerous viral disease in the territory of the Tsivilsky Municipal District, an emergency regime was introduced. The defendant caused damage to the budget of more than 762 thousand rubles, spent on measures to eliminate the threat, noted Evgenia Kuznetsova.
As Kommersant previously told, specialists from Rospotrebnadzor and the veterinary service found and seized about 140 kg of anthrax-infected meat in the republic. The official representative of the Investigative Committee of Chuvashia emphasized that, as a result of the investigation, the accused admitted his guilt and made a confession.
