Changes in the social and economic course of Kaliningrad at a meeting in the mayor’s office were presented by the first deputy head of the city administration, Igor Shlykov. The municipal authorities plan to abandon the old priority – building external communications with European partners – and focus on the quality of the urban environment.
The current strategy for the socio-economic development of the city, adopted in 2013, promised the development of Kaliningrad “as a logistics hub and a platform for cultural, educational and business communication between European countries and Russia for the period up to 2035.”
“Today, this is extremely irrelevant,” commented the head of the city administration, Elena Dyatlova. “We are unlikely to provide business communication between European countries and Russia.” The new concept involves developing Kaliningrad as “a city of 15-minute accessibility, an innovative, educational, creative, and tourist center in the Baltic.”
The plans include updating the technological base, developing new sectors of the economy, and creating a comfortable urban environment. This will improve the quality of life, attract qualified personnel, companies and investors to the region.
Mr. Shlykov emphasized that changes in the strategy were discussed with experts, city activists at working meetings and in social networks, in it “everything is for a person.”
The strengths and weaknesses of Kaliningrad were taken into account. Among the advantages are the SEZ regime, the construction of the Primorsky Ring – a highway connecting Kaliningrad with coastal cities, the presence of an ice-free port in the Baltic, and a developed consumer market. Along with this, there are customs and visa difficulties, an increase in the cost of production for producers oriented to the Russian market.
A comprehensive assessment of the city’s capabilities made it possible to draw up a new scenario for socio-economic development. Now the administration is preparing a package of documents on a new version of the strategy to be sent to the City Council of Deputies. It will be reviewed and approved next fall.
