Members of the Council under the President of the Russian Federation for the development of civil society and human rights (HRC) expressed the opinion that the number of cases of grass and forest fires could be reduced if agricultural burning and preventive burning were abandoned.
The message of the HRC telegram channel notes that in order to achieve this goal, it is necessary to completely abandon agricultural burning, including the burning of rice straw, and replace preventive burning with fireless prevention measures.
It is also necessary to remove the bans on rural forestry, which provokes arson to destroy illegal forests, to introduce the concept of fire-fighting agitation and propaganda in the forests into the legislation, and to provide funds for this work.
