The HRC proposed to keep a record of potentially dangerous dogs

The head of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights (HRC), Valery Fadeev, stated the need to train and account for potentially dangerous dogs, the Council’s Telegram channel reports. Earlier today, Fadeev met with cynologists, which discussed the attack of animals on people.
It is reported that representatives of the Russian Cynological Federation during the meeting emphasized that the problem of attacks cannot be solved without a total count of dogs. However, they also noted that such accounting could be introduced gradually, making it voluntary at first.
“Each large, potentially dangerous dog must be trained and registered. If there is no registration, we will not be able to fix violations and take measures. If the owner does not know how to manage such a dog, then this is not negligence, but irresponsibility. And there should be another article,” Fadeev’s point of view is quoted in the council’s message.
The Chairman of the HRC also believes that owners of dangerous pets need to undergo appropriate training, for which a certificate should be issued. At the same time, Fadeev rejects objections regarding the corrupt way of obtaining such certificates, citing the situation with a driver’s license as an example.
