The head of the Human Rights Council (HRC) in Russia, Valery Fadeev, said that “for the duration of the war with the West,” the death penalty can be returned for a limited list of articles, including terrorism. According to him, it will be possible to abolish the death penalty after “the situation improves.”
“We are at war with the West. As some Russian legal scholars say, it is possible that for the time being of this acute situation, the death penalty can be returned, once again for very limited offenses: for terrorism, perhaps, only for one offense. Return and then cancel. Then the situation will improve, maybe,” said Valery Fadeev “Gazeta.ru”.
In addition, Valery Fadeev stated, that the HRC heard about this, but did not see the photos and videos in which a man resembling one of the defendants in the terrorist attack case had his ear cut off, and another had wires attached to his body. “We have not discussed this topic yet. I’ve heard about it, but haven’t seen it. The HRC has not yet discussed this topic,” said Valery Fadeev. Earlier reports of possible torture of detainees refused comment in the Kremlin.
After the terrorist attack at Crocus City Hall, there were calls in the State Duma to return the death penalty. Three out of five parliamentary factions recalled that they have long been in favor of the return of the death penalty. The leader of United Russia, Vladimir Vasiliev, said that the return of such punishment “will meet the moods and expectations” of society.
