How informed Anton Kotyakov, in a report at a meeting with Vladimir Putin, the Social Fund will begin work in January 2023 and will combine the functions and powers of the PFR and the FSS. Now citizens will be able to apply for support measures in one branch, which previously had to be received in two different funds.

There will be no changes in the usual mechanism of interaction between the Fund and citizens. People will not have to apply for reassignment of pensions and benefits, or bring documents to new offices. Previously assigned payments and support measures will continue to be paid in the same format, only now they will be handled by the Social Fund.

The dates on which pensions are delivered to citizens will not change either. From January 1, an additional 4.8% will be added to the June indexation to insurance pensions for non-working citizens. Traditionally, pension payments, which banks deliver on January holidays, will go to citizens’ accounts earlier – at the end of December. Pensions will be credited taking into account the last indexation.

The Social Fund will also pay temporary disability benefits to Russians. From 2023, citizens employed under civil law contracts will also be subject to compulsory social insurance. In addition, from January 1, a single allowance for children and pregnant women will come into force. It will be possible to apply for benefits in advance, from December 28. Families will receive the first payments in January 2023.

Business reporting will also be simplified. With the start of the work of the Social Fund, employers will be able to submit monthly reports in a single form, as well as pay all contributions in one payment. The addresses of the PRF and FSS client services will remain unchanged. Today, over 2.6 thousand offices operate in Russia, which are located in all regions of the country.

“The expansion of the functionality of the Social Fund and the adoption of new support measures for administration without increasing the number of the fund became possible due to the merger of exactly two structures, due to the redistribution of the load between the employees of the funds. Today, I want to say that all the qualified specialists of the funds have been retained and will continue their work in the Social Fund team,” summed up the head of the Ministry of Labor Anton Kotyakov in a report on the functioning of the Social Fund.
