The head of the Human Rights Council urged not to take migrant children to regular schools without the Russian language

Valery Fadeev, head of the Council under the President of the Russian Federation for the development of civil society and human rights (HRC), said that children of migrants should not be taken to general education schools if they do not know Russian. In his opinion, they need to be taught the language in special centers.
“Regarding children in school: today the law does not allow children not to be admitted to school. So the law needs to be changed. And there should be two circumstances in the law: not to admit children who do not know the Russian language to school, and the same law should require the teaching of the Russian language in a specialized center,” Mr. Fadeev said at a press conference (quoted from Interfax).
In his opinion, such changes will allow children to study normally at school. According to him, the Ministry of Education is working on similar amendments. “It is necessary to set the task so that by September 1, 2024, this system will be ready,” Valery Fadeev added.
Mr. Fadeev added that the Russian language in special centers should be taught as a foreign language. According to him, education in them should be paid for by the state.
“If we invite migrants and believe that our country needs them, labor migrants, then, probably, we will have to educate these children at the state expense. This is my position. Imposing additional measures and additional costs on labor migrants is not entirely fair,” he said.
The day before, on August 15, the Just Russia – For Truth party proposed dispersing children who do not speak Russian well in schools. The deputies propose to set a limit for them: no more than 10% of the class size. The authors of the initiative believe that this will help in socialization in the Russian-speaking environment. Experts believe that the initiative violates the Constitution, and the socialization of children would rather be helped by daily communication with Russian-speaking peers.
