The head of the HRC Fadeev called for the establishment of quotas for labor migrants – Kommersant

The head of the Human Rights Council (HRC) under the President, Valery Fadeev, believes that a much more careful selection of labor migrants who are invited to work in Russia is needed. As an option, he suggested setting a quota for migrant workers for companies and industries.

“We need to move towards something that can be called a quota. And let those companies, industries, the Ministry of Economic Development prove that so many migrants are needed. And based on these proven data, we need to make a much more careful selection of those people whom we invite to Russia,” Mr. Fadeev said at the session “Smart Migration: How to Solve the Problems of the Labor Market and Demography without Causing Conflicts in Society” at SPIEF.

In his opinion, it is impossible to invite workers without knowledge of the Russian language, so that later they create enclaves in Russia. “This shouldn’t happen at all. The policy in the field of migration should be extremely tough in terms of entry,” he said. At the same time, he offered to give every opportunity for the arrived workers to learn and adapt.

Valery Fadeev drew attention to the problem of the shadow market for recruiting migrant workers, whose profits amount to tens of billions of rubles. He suggested creating a similar recruiting system in Russia to hire people to work at a construction site from Russian regions.

At the same time, Mr. Fadeev believes that labor migrants with a Russian passport should be registered with the military in order to participate in a special military operation in Ukraine. “Give me your passport, but they don’t really want a military ID. I think we need to be extremely tough. If you want citizenship, please register with the military,” he added.

On May 19, at a meeting of the Council for Interethnic Relations, President Vladimir Putin declaredthat in migration policy it is necessary to proceed from the interests of the Russians so as not to create risks in security, social and labor sectors.
