The head of the Chita region of Transbaikalia fined for negligence due to dog attacks on people

The Central District Court of Chita issued a verdict in a criminal case against the head of the Chita District, Viktor Mashukov. How informs the press service of the prosecutor’s office of the region, he was found guilty under Part 1 of Art. 293 of the Criminal Code of the Russian Federation (negligence), as a result of his inaction, “the rights of 29 local residents, including 21 children, who were bitten by stray dogs, were significantly violated.” By a court decision, Mashukov was fined 100 thousand rubles, the verdict did not enter into force.
“It was established that the defendant, knowing for certain that there were more than 1.2 thousand dogs without owners in the district, about cases of attacks on people by aggressive individuals, in the period from April 2021 to February 2022, did not take measures to capture them. In particular, a high alert regime was not introduced, and no funds were allocated for catching, ”the supervisory agency said.
It is also noted that the indictment in this case was approved by the Deputy Prosecutor General of the Russian Federation Dmitry Demeshin.
As previously reported, stray dogs in the village of Domna, Chita district, died in January 2022 bitten seven year old girl. The tragedy was the reason for the subsequent adjustment of the federal law governing the treatment of stray animals.
