The first secretary of the Bashkir republican committee of the Communist Party of the Russian Federation, Yunir Kutluguzhin, accused the chairman of the Kurultai (parliament) of Bashkiria, Konstantin Tolkachev (United Russia), of “anti-communist provocation” and expressed the opinion that his speech violates parliamentary ethics and is “worthy of the attention of the prosecutor’s office.” The reason for Mr. Kutluguzhin’s dissatisfaction was the speaker’s harsh reaction to the statement of the Communist Party faction, in which the communists, in particular, spoke out against the “cult of Rudolf Nureyev,” calling him a “traitor to the motherland” and “a prominent representative of the LGBT community.”

As before reported Kommersant, last week Yunir Kutluguzhin submitted a statement to parliament “We will protect the traditional values ​​of the multinational people of Bashkortostan.” It said that some officials were sabotaging the implementation of the decree of the President of the Russian Federation on strengthening traditional Russian spiritual and moral values. Examples cited were the “dominance” of English-language signs, the absence of a patriotic agenda in the repertoire of cinemas and theaters, as well as the authorities’ promotion of the image of the ballet star of the second half of the 20th century, Rudolf Nureyev, “known for his non-traditional sexual orientation” and “convicted of treason by the Supreme Court of the USSR.” In this regard, the communists proposed that the government of Bashkortostan report to deputies on the implementation of the decree and create an interdepartmental coordinating body to monitor deviations from the course stated in it.

Having read this statement at a plenary session on October 26, Konstantin Tolkachev emphasized that the Communist Party faction “didn’t come up with anything better than throwing mud at an outstanding person – an integral part of not only republican, not only all-Russian, but also world culture.” The speaker also expressed the hope that Yunir Kutluguzhin’s letter does not reflect the general position of the Communist Party faction.

On October 30, Mr. Kutluguzhin, on the recommendation of the Presidium of the Central Committee of the Communist Party of the Russian Federation, resigned as the leader of the faction, but, as it turned out, did not abandon his position. Today, November 2, a press release from the Republican Committee of the Communist Party of the Russian Federation appeared in Bashkir Telegram channels: “Constructive dialogue is not working. The Bashkir United Russia members boorishly torpedoed the adoption by the parliament of the republic of a statement in support of Putin’s decree.” Kommersant’s sources confirmed the authenticity of the document, explaining that on November 1, Yunir Kutluguzhin submitted it to the republican committee’s bureau for review.

In a new address, he said that Speaker Tolkachev took out a moment related to Rudolf Nureyev from the first statement, “attacked communist deputies” and staged an “anti-communist provocation.” The communist called the speech of the United Russia member hysterical and insulting. “This speech by Tolkachev violates the rules of work of the Kurultai and, in its content and style, is worthy of consideration by the ethics commission, and possibly the attention of the prosecutor’s office,” the press release says. In conclusion, Mr. Kutluguzhin expressed hope that the parliament will nevertheless accept the faction’s statement.
