The head of the Primorsky Territory, Oleg Kozhyamyako, announced the need to adjust the regulations that oblige telecom operators to notify the population about emergencies free of charge via SMS. With such a proposal, the official made a meeting on the results of the activities of the system for the elimination and prevention of emergencies in 2022, held in Ulan-Ude under the chairmanship of the head of the Russian Emergencies Ministry Alexander Kurenkov.
“Experience has shown that people respond most quickly to SMS alerts. Residents do not always hear the sounds of sirens, watch TV, where information about emergencies is broadcast. And it is important that such a type of notification as SMS mailing be included in the mandatory notification system, ”the governor of Primorye quotes him press office.
Mr. Kozhemyako explained that during the exercises in the region, many operators refused to send alerts, and therefore people did not receive the “necessary information”.
According to the prosecutor of the region, Sergei Stolyarov, the cause of death of 8 people due to Typhoon Hinnamnor, which hit the region in September, was “improper notification of people.”
Recall that Typhoon Hinnamnor reached Primorye on September 6. heavy rains led to floods in a significant part of the region. According to the government of the region, the road communication with 45 settlements was violated.
