The Russian government has given a positive response to the bill, which equates maps challenging the country’s territorial integrity to extremist materials and introduces fines for their distribution. This was reported by TASS, which has a copy of the relevant document at its disposal.
The review says that the government supports the bill, subject to its finalization, taking into account the comments made.
Thus, the Cabinet of Ministers draws attention to the fact that it is not clear what information will be considered as disputing the territorial integrity of the Russian Federation. And will the cards that were issued before the entry of new regions into Russia be subject to the law.
The government noted that maps, as a rule, perform an exclusively informative function. “At the same time, their inclusion in the concept of “extremist materials” on the basis of the proposed criterion implies that a particular subject has the intent to take actions to challenge the territorial integrity of the Russian Federation. This may hinder the formation of a unified law enforcement practice,” the review says.
A package of bills, including a ban on the distribution of incorrect cards, was accepted in the first reading on December 20. For the distribution of cards with incorrect borders and other similar products, citizens will face a fine or arrest for up to 15 days, and legal entities – a fine of up to 1 million rubles.
