The government submitted 769 amendments to the draft federal budget to the State Duma

The Russian government submitted amendments to the State Duma for the second reading of the draft federal budget for 2024-2026. The total volume of redistribution of budget funds amounted to 6.7 trillion rubles. This was reported by the press service of the Russian Ministry of Finance.
Finance Minister Anton Siluanov noted that the amendments to the second reading can only provide for the redistribution of budget funds within the limits of the total amount of expenditures. Therefore, the main characteristics of the budget adopted in the first reading remained unchanged.
In total, the Russian government prepared 769 amendments, which can be divided into five groups. The first is related to ensuring the conduct of a special operation. The second takes into account the recommendations of the State Duma as part of the adoption of the draft budget in the first reading. The third block is related to the distribution of budget allocations in new regions. The fourth group concerns funds that were reserved before the relevant decisions were made or required additional calculations and justification. The fifth group of amendments includes proposals from the main managers on the redistribution of budget allocations within the framework of state programs and non-program areas.
A separate block included amendments related to the distribution of interbudgetary transfers between regions of the Russian Federation. Taking them into account, for the second reading in 2024, 275 transfers are provided to be distributed among the subjects, with a total volume of 3.3 trillion rubles.
Siluanov introduced the draft budget was presented at a government meeting on September 22; it was submitted to the State Duma on September 29. State Duma deputies approved the bill on the federal budget of the Russian Federation in the first reading on October 26. According to the document, revenues in 2024 are planned at 35 trillion rubles, expenses at 36.6 trillion rubles.
