The Russian Ministry of Economic Development has developed a bill that proposes to extend the tax benefits operating in the free economic zone (FEZ) to regions that border Ukraine, the DPR, the LPR, the Kherson and Zaporozhye regions. The Chamber of Commerce and Industry told RBC that the government commission on legislative activities approved the initiative. The above-mentioned regions or Ukraine are bordered by the Rostov, Belgorod, Voronezh, Kursk, Bryansk regions and the Republic of Crimea. At the same time, the document states that the list of subjects in which it is planned to create SEZs will be determined by the government.

The benefits that will be provided to residents of border regions include reduced insurance premium rates (7.6% with a base rate of 30%), a zero tax rate on profits received from the implementation of an investment project, and exemption from corporate property tax from the moment of adoption it is registered, zero excise tax on liquid steel, exemption from mineral extraction tax on coal and iron ore. In particular, the SEZ also has a free customs zone regime.

The SEZ, according to the initiative, will operate in border areas until 2050. The operators of the zone will be the Ministry of Construction and the Territory Development Fund. Individual entrepreneurs and legal entities registered in the relevant regions or having a branch there can become participants in the SEZ. For IT projects, scientific developments and research, the volume of capital investments in the first three years of activity must be at least 1 million rubles, for small and medium-sized businesses – at least 3 million rubles. and from 30 million rubles. for other participants.

June 20, 2023 was a bill was adopted on the creation of SEZs in the Kherson and Zaporozhye regions, as well as in the DPR and LPR. July 19, the first two companies from the DPR and LPR become participants of the SEZ. Later, nine developers became participants in the FEZ; they have already begun work on the territory of the LPR. Its urban planning potential is estimated at 1,301,000 sq. m.
