The government is studying PhosAgro’s proposal to reduce the mandatory contribution for businesses

The Russian government is discussing a request from Phosagro to reduce the amount of a mandatory one-time contribution for businesses to the federal budget (windfall tax), Deputy Prime Minister Andrey Belousov said.
“There is no solution yet, it is being worked out,” Mr. Belousov told reporters (quoted from “Interfax”). He did not specify the timing of the decision on the appeal of the management of Phosagro.
On April 10, it became known that PhosAgro CEO Mikhail Rybnikov sent a letter to the administration of the President of the Russian Federation with a request to reduce the size of the one-time contribution to the budget by the amount of export duties that the company will pay in 2023. From the Kremlin, this appeal was sent to the Russian government and “profile departments”, which were instructed to consider the request of “Phosagro”.
On April 11, Russian Deputy Finance Minister Alexei Sazanov stated that size the rate of a single one-time fee from the business has not yet been determined. According to him, a reduction in the rate for individual companies is possible only by decision of the government or the president. April 14 Russian Finance Minister Anton Siluanov promisedthat a legislative initiative on a mandatory fee from businesses will be presented in the near future.
