The government is going to give budget money for the development of AI in healthcare

The federal project “Digital Health Services” will be launched in Russia, according to the list of instructions given to departments by Prime Minister Mikhail Mishustin. Part of it will be budgetary support for the introduction of artificial intelligence (AI) in medicine – on Wednesday, the Prime Minister instructed the Ministry of Health and the Ministry of Finance, when forming a new federal project, to provide funding for this process starting in 2025.
Following the results of the strategic session on the development of artificial intelligence held on September 26, Mikhail Mishustin gave a number of instructions to departments. In particular, to increase the level of application of AI in the healthcare sector, the Ministry of Health and the Ministry of Finance have been instructed to provide funding for the implementation of solutions based on this technology from 2025 when forming a new federal project “Digital Health Services”. In addition, within the framework of the current national project “Healthcare”, the Ministry of Health, the Ministry of Finance and the Ministry of Economy must, by February 15, 2024, develop a system for managing the implementation of measures to introduce AI in the medical field.
Russian Presidential Aide Maxim Oreshkin, speaking at the Sberbank conference “Journey into the World of Artificial Intelligence” on Wednesday, said that 16% of healthcare organizations have already implemented AI-based solutions, adding that “obviously, this trend will only gain momentum.” It should be noted that after the outbreak of the pandemic, it was the healthcare sector that became the leader in the implementation of AI – with reference to Deputy Prime Minister Dmitry Chernyshenko, it was reported that in addition to 16% of organizations already using this technology, another 34% plan to implement it in the near future.
Let us explain that there are now two types of AI solutions in this area: medical (analysis of images, electronic medical record data, video stream) and non-medical products (voice services for optimizing the work of call centers, video analytics services to ensure patient safety, chatbots for primary collecting patient data before making an appointment with a doctor).
According to the Ministry of Health, this year all regions must purchase at least one medical device with AI, and in 2024 – at least three.
Last December, the Ministry of Economy and the Ministry of Health agreed on the launch of the first pilot project in the field of medicine using an experimental legal regime (EPR). The Rostec initiative “Personal Medical Assistants”, which will provide remote monitoring to 25 thousand patients with diabetes and hypertension, has received approval from the departments (see “Kommersant” dated December 19, 2022). The implementation of technology, however, also faces problems. Recently, Roszdravnadzor, for the first time in its practice, suspended the use of a medical device with AI – the Botkin.AI analysis system, which allows doctors to detect pathologies in computed tomography images. The department considered that this development could “harm the health” of patients (see “Kommersant” dated November 21).
“The selection of projects for implementation should be based on the accuracy of the tool through the results of its testing (research), on the measurable effect (reducing the time spent by the doctor, the number of errors, etc.), the quality of information security, as well as the cost of the product and its support,” the chairman believes Board of Directors of the company “Doctor Ryad” Maxim Chernin. Webiomed platform development director Alexander Gusev is confident that now the industry, focused on launching projects with AI, needs government attention in the form of government funding. “The influx of investment in this area has decreased in recent years, while in other countries it is, on the contrary, growing,” he says. Alexander Gusev considers AI services to support medical and management decisions to be the most interesting for implementation in the public healthcare segment.
