Mikhail Mishustin supported the play on words with a smile, explaining that this time we are talking about a deadline in a good sense, Dmitry Grigorenko agreed to whatever the president chooses, and the fate of the moratorium was decided.

The main issue at the meeting with the president was the development of shipping, but it was discussed non-publicly. In the open part, it was decided to go through “operational” and “current” issues (see the report of Kommersant special correspondent Andrei Kolesnikov). The progress of the control and supervisory reform was also in flux, but the decision on this issue became the most substantive of the public ones.

The moratorium has been extended for all unscheduled inspections of companies by government agencies: it has been in effect since 2022; inspections can only be carried out if there is a risk of violation of mandatory requirements in a particular company, identified using a public methodology. Scheduled inspections are prohibited by a separate moratorium for inspectors until 2030: they can only be carried out at facilities with a high and extremely high risk category of violations – these are dangerous industries or companies, failures in which will cause more damage than their inspections.

According to the government office, the total number of inspections since 2019 has decreased from 1.5 million to 340 thousand in 2022, in 2023 “there will be about 300 thousand,” said Dmitry Grigorenko.

These are mainly scheduled inspections of “high-risk” objects – the number of unscheduled inspections, assigned based on risk indicators, increased tenfold by November in a year, but only to 6.2 thousand. This de facto figure is an explanation of why the White House staff needed to continue the moratorium: the ban on any unscheduled inspections is a tool for “gently pushing” controllers to work according to the new rules – de facto, it forces state supervision to choose whether to assess risks or actually refuse to work. At the same time, the government apparatus, in addition to the CND reform, also oversees the digital government system, where the results of this choice are displayed.

The development of risk indicators by departments is ongoing: according to Kommersant, about 150 new ones have appeared since the beginning of 2023, the share of inspections on them increased from 0.85% in the first quarter to 2.3% in the third, the detection of violations – to 85% (versus 50% when inspectors randomly select objects), and several indicators showed a 100% “hit” in the risks of violations. At the same time, until recent months, a number of departments retained hopes of a return to the “old order”, hoping, for example, to increase the risk categories for routine inspections of all control objects (see, for example, “Kommersant” dated November 14) or delaying the development of risk assessment systems (see “Kommersant” dated May 29),—an extension of the moratorium should bury these hopes.

Representatives of the business community expectedly welcomed the blocking of unscheduled inspections for another year, citing the responsible attitude of companies to the government’s efforts to reduce the administrative burden and the lack of growth in the number of incidents under the moratorium, and expressing the idea of ​​​​making it indefinite: this is fully consistent with the ideology of control and supervision reform.
